I wasn't clear, after booting Volumio OS on the pi zero, it does not make any local connection to the configured router. SSH is a cheap/cheerful way to investigate only if the board has made a network connection for a start.
I have confirmed my hardware/cables/network settings are fine by flashing standard pi os with the same settings and it connects to my router just fine.
The instructions do not say the pi (Volumio) is in AP mode, so I arsumed it should connect to my router and get its own ip address.
