I have exactly the same problem. I bought one for myself on release day and have not managed to get this working. lspci does detects it as well, but 'hailortcli fw-control identify' does not. I have tried 64-bit Bookworm, and 64-bit Trixie; at the time of testing I couldn't get the drivers installed on Bookworm properly so ended up manually installing them according to Hailo's docs but still had the same result. Trixie can install it much easier but again the same result.
