Imager probably would have been the last thing I would have suspected!
I tried 2.9.5, and then 2.7.something. Same problem.
So I pulled out my 2012 iMac, which can't running anything newer than High Sierra.
The first one I burned . . . well, I hadn't used the machine for over a year, and trying to re-insert caused me to lose it in the DVD slot!
The second one booted fine, but was on my old network, with who knows what for a password for the mythtv user.
I changed then to current network and myself, and I could now ssh into the pi.
