The official Pico2 pinout picture is rather incomplete. Take the datasheet as a reference.The GPIO config tables show I can use GPIO16-17 for UART1 TX/RX and GPIO20-21 for UART0 TX/RX though the Pico 2 pinouts don't show the latter as a valid option.

Moreover, while you cannot change the pin-function designation, you can use any combinations of those (not necessarily in adjacent pairs), for example can use UART0 RX -> GPIO17 and UART0 TX -> GPIO28.
