If Windows then create a String Value in HKCU\Software\Raspberry Pi\Imager called check_updates set to "false". It may not work though as there is something wrong your setup if the telemetry setting isn't persisting. That setting is stored in the same part of the registry.Do you have any more information you could provide on how to do this ?
