Earlier this week I upgraded two Pi's from Bookworm to Trixie. The 1st went successfully, the second at first glance too, at second glance .... not so much. There are about 350 packages being held back due to dependency issues.

From what I can tell, it's got to do with the t64-transition. There are packages being held back because the t64 version of a dependency cannot be installed because the non-t64 version cannot be uninstalled. The non-t64 version is a dependency of other packages and those other packages, are dependencies of other packages so if I temporarily remove those, lot's of things will be broken.

One of the 350-ish packages is exim4-base:

Are there any troubleshooting guides for t64-transition issues?
