Should be fairly simple - Read the pulses for the triple, convert that to a speed (or scaled speed to make the maths easier), work out what the pulses for a double would be for that speed and send one whenever it's time to send it.
I'd suggest a Raspberry Pi Pico for the job. You can use C or MicroPython and use PIO for reading the pulses and generating them.
