Solved!
Turns out it was something super simple that was entirely my fault! I suddenly realized this only because I didn't see the flashing light on my usb-sd card reader when I plugged it in, but having my SSD plugged into the pi before putting the OS on it meant the Pi refused to read the SD card and was trying to boot from the empty SSD.
