Are there other command line options or environment variables I can set to help Qt out?
Not that I am aware of. I think it's going to be one for the 'rpi-imager' team ...

Using the '--cli' option, running 'rpi-imager-cli.cmd', will probably avoid doing anything graphical, so might be worth a try.
