You are correct that finding Bluetooth documentation is troublesome. Don't even bother looking at the official Bluetooth specification, it is useless as a starting guide.

Programming instructions are in the main README, see section 3.7 LE server and 3.3 for the devices data that defines characteristics, and in case you want standard LE profiles see section 3.12. Specific Pico instructions are in the picostack directory README and the mycodepico.c example is a simple LE server that can be easily extended. You just need to add more LECHAR entries to the devices[] data string.
