Rpicam-apps use this code for setting the correct controls into a control list for fixing/disabling exposure time and analogue gain settings.
Then the control list is passed to the next request that is queued here.
You can easily experiment with rpicam-hello to see what range of exposure/gains works. IMX708 has a slight weirdness in that the minimum allowed analogue gain is normally 1.12x rather than one (don't ask, I don't know/remember). Also, if you switch from the 2x2 binned to the full resolution mode I recall having to halve the exposure time to get the equivalent brightness (again, don't ask).
