GPS can be very jittery, it has to be averaged and outliers thrown away, for this reason the calculated speed will always be behind in time from the current speed.
Also sampling GPS at 10Hz is nonsense, GPS isn't measured, calculated and transferred that fast. This further contributes towards delays because meaningful accuracy has to have a reasonable number of real samples.
For short term accuracy it is betters to use accelerometers which can be sampled at higher data rates and they have less jitter.
Many systems use a combination of the two, the GPS contributing to longer term distance accuracy and the accelerometers contributing to short term speed accuracy.
