I recently got 6 RPi3B's and 5 of 6 work. But #4 has the red led on and the green one stays off. I tested them with the same psu,sd-card and so on.
I checked : pin 2 has 5.18V and pin 1 3.29V (HP multimeter).
So this one is ready to be dumped? Or can I do something to get it working? I don't know the history of the board or what has been done with it.
