use a GPIO of your choice with a SW-PW - there is a dedicated overlay for that https://github.com/raspberrypi/linux/bl ... 4122-L4159

Any (5V) fan with PWM input will do.
Why do you need another fan? Is the one from the active cooler defective?

Unscrew it from the passive heatsink, mount another fan and your good to go.

o.k. that one had received a suitable connector for attaching it to the fan header, but it's still good for illustrating what I'm talking about
Pictured fan is https://www.waveshare.com/fan-4020-pwm-5v.htm?___SID=U but any other fan with 5V and PWM input signal will do as well.
