I tried a couple different resistors including a 10 kohm one. It just dimmed the LED in the on mode. Also dimmed it in the off mode but it was still visible. I disabled UART and there is still enough voltage on those 2 pins to light the LED's I have tried. So I am abandoning the idea of using a serial pin and a ground pin on the RPI as an on/off indicator and will seek a different solution.
