SSD stated capacity is a guideline figure (you'll see this on all storage media nowadays).
Formatting has overheads for the directory structure and other meta data.
There are two partitions (assuming you have the OS on there), so at least 0.5GB will be used for the boot partition.
Some figures may be reported in GB (decimal) where 1GB = 1,000,000,000 bytes and some in GiBi (binary) where 1GB = 1,073,741,824 bytes.
