I found it but it is not writable.

Nothing in your image tells us whether it's writable or which file you have opened.

The desktop's automounter will have mounted the partition rw - that's what it does for FAT.

To take the automounter out of the equation try the following:
  1. Eject both partitions of the SD card. For filemanager or the desktop icon not physically.
  2. Open a terminal
  3. Code:

    sudo mount /dev/sda1 /mnt -o umask=000
    This assumes you only have one USB drive connected. If you have more adjust sda accordingly.
  4. Edit /mnt/config.txt
  5. Code:

    sudo umount /mnt
