So two drives directly connected to an unspecified Pi model using an unspecified PSU.
Are they both bus powered? If so, on anything other than a Pi 5 with the 27W PSU that's higly unlikely to work and also likely to produce some of the symptoms you're seeing. The Pi 5 in combination with the official PSU has a slightly better chance of working with two drives.
If the combined power for the drives is greater than 1.2A/6W (most models other than the Pi 5), 1.6A/8W (Pi 5 with official PSU), or 0.6A/3W (Pi 5 w/o official PSU) at least one of the drives needs either its own PSU or to be connected via a self powered USB hub.
Incendentally, lsusb -t will not only tell you (and us) what you have connected but also how.
