This feature is now supported in the default (RPi Imager) firmware
Set WAIT_FOR_POWER_BUTTON=1 and POWER_OFF_ON_HALT=1 in the bootloader config.

This causes the firmware to enter STANDBY if detects that this is the first power on after the USB-C power cable was connected.
