I really don't think that removing network manager is the best solution. Network manager has long been the standard on Linux distros and is now the standard on RPI. It generally just works and is far easier to use than dhcpd. It's a backward step IMHO.
With bookworm/NM; network interfaces don't fall back to a default self assigned IP address. I wonder if that's your problem....There are several ways of addressing this.
One of the regular posters on here "Thagrol" has taken the time to document various solutions; So rather than repeat what he's said; I suggest that you look here...
