Yes, you did "waste" your money.

The Pi 4 cannot just take all the amps the PSU can source and git it to the USB ports.

Considering the low price and very high quality and reliability of the official Raspberry Pi PSUs you did not waste your money.

You are probably not going to be able to power 2 HDDs from a Pi 4's USB ports. One, sure, but not 2. Connect them to a self powered USB hub and they should work fine there.
I say that I wasted money because I already have another original 3A Raspberry Pi power supply. The 5A power supply didn't make any difference.

Is there any benefit in using this power supply for the Raspberry Pi 4B, or should I try to sell it?
I do not see any benefit to using the 27w PSU for a Pi 4 over the Pi 4's own official supply. I'd keep it just the same. See what others have to say.
There is no advantage using a Pi 5 USB-PD supply to power a Pi 4B, instead of using a USB-C Pi 4 supply, as the Pi 4B cannot make use of the extra current available. That said you could use the USB-PD supply to power/charge other USB-PD widgets.
