You can download a .zip from an old '2711' (Pi4 family release) from here

and use the Raspberry Pi Imager to a spare SD card, insert in the Pi and wait for flashing LEDs.
If you want to raise a Github Issue then please include full details of the good/bad versions, OS image used, Pi4 model and most importantly USB drive and adaptor details. UART traces / screenshots showing the detailed error information make a fix much more likely
