However, when the SD Card with the EEPROM reset image is inserted, the status led flashes green four quick times and then shuts off for a few seconds and then it flashes in green four times. This repeats over and over again no matter for how long I leave it on.
If this is happening from the 'recovery' SD card then it means that the recovery.bin program is unable to read the pieeprom.bin files from the SD-card. It might be worth trying a different SD card.
This could point to a hardware problem with the SDcard or the SDcard interface. It's unusual for the pi to be able to read recovery.bin but not the other files assuming that the SDcard EEPROM reset was created using the Raspberry Pi Imager

I am indeed using the Raspberry Pi Imager to create the recovery SDCard, I've also already tried using three different SDCards and one of them was brand new in addition to using a USB drive as well. None of these worked.

Can you maybe think of some additional reason for why this is occurring?
