My experience is any Linux system can provide DHCP services for almost any number of clients due to how light weight the protocol is.Given a larger budget, I would certainly look at other solutions. That's why I was looking at potentially using a R-Pi as a DHCP server is because of the low cost.
Cost is difficult to predict as maintainability often determines the end result. In my opinion reliability depends on simple ways to restore a system to a working state and more than one person knowing how to do that.
