update:
I finally solved it
as user tony on the raspberry pi3 I ran cd /media/tony/149gb and then mkdir new and it threw error access denied so now I know I didn't have write permissions on the mount point (feeling stupid).
so I unmounted /media/tony/149gb and after trawling google I found this command:
mount -t vfat -o rw,uid=$(id -u),gid=$(id -g),umask=000 /dev/sda1 /media/tony/149gb
and wallah...as user tony I was able to write the drive and I can alss write to it from windows 11.
