Troubleshooting • problem with samba shared drives on raspberry pi 3

raspberry pi3 VERSION="11 (bullseye)"
samba Version 4.13.13-Debian

I have two usb drives (both sata SSD's) connected to my pi3. one is 120gb and the other is 149gb.
I have this in smb.conf:

[share149]
path = /media/tony/149gb
writeable = yes
browseable = yes
public = yes

[share120]
path = /media/tony/120gb
writeable = yes
browseable = yes
public = yes

from a windows 11 pc I can read and write to the 120gb drive but I cannot write to the 149gb drive. I can read from it but I cant write, windows 11 keeps saying 'you need permission to perform this action' and it never lets me write to the drive.
both drives have been chmod'd 777.
I dont know whether this problem is the raspberry pi or the windows 11 machine.
is there any way to tell?
I've tried writing to the 149gb drive from another pc on the network and that too cannot write to the drive, only read, but I can't find whats wrong in my samba config. thanks for any help
