Ok, I think I've figured it out.

Bootloader and early kernel logging was running at 115200.
Console itself was running at 9600.
I *think* this is likely some sort of 'magic' getty auto-detect baud type thing picking up the speed of the usb line on key press.

Core problem was that both usb dongles were running at the default 9600 in spite of being set to 115200 8n1.

I set everything to 9600 and it then worked fine.

I've also set everything back to 115200 and *downgraded* Fedora 43 x86_64 minicom (2.9-5.fc43 -> 2.9-4.fc42) and it looks like it works now too.

Downgrading:
minicom x86_64 fedora 1.1 MiB
replacing minicom x86_64 fedora 1.1 MiB
