The presence of this file would suggest that rpi-swap-generator is running. It's bizarre that none of the other drop-in configurations seem to be being generated and that the swap unit itself is not coming from rpi-swap.

Could you share the contents of the /run/systemd/generator/systemd-zram-setup@zram0.service.d/bindings.conf and also the output of:
