The CM5/CM5IO board is compliant with the HDMI specification. Labeling the CEC pin as 5v tolerant is a little confusing at there is no requirements for it to be so. Have you seen https://pip.raspberrypi.com/categories/1103-approvals . It isn't common to do conducted emissions testing on and HDMI port.
