After installing arm-none-eabi-gcc and ading it's bin location to settings.json...

Why did you install arm-none-eabi-gcc?
It should be part of Pico VSC extension.
If something is going wrong during the (long) downloads, you have to retry, keep an eye on Developers Tool console.
Usually there are problems from GIT with tools downloads.

Also check for the size of subdirectories in .pico-sdk

The json files should be generated by extension.

Also your bottom toolbar in the screenshot indicates that the extension is not activated or properly set.
