A brief update - all sorted.
I used ModemManager and NetworkManager, and the Waveshare USB 4G dongle. Once I found the right combo, it is delightfully easy, and the NM autoconnect option really does just work, connects nicely at power up.
The setup is this:-
$ sudo mmcli -m 0 --simple-connect="apn=giffgaff.com"
$ sudo nmcli c add con-name "mycon" type gsm ifname "*" apn "giffgaff.com"
$ sudo nmcli c mod mycon connection.autoconnect yes
$ sudo nmcli c up mycon
All sorts of status info available, using "mmcli -m 0", "mmcli -m 0 -b 0", "nmcli dev" etc
I *think* MM is using the QMI features which are available via USB with the Waveshare SIM7600G-H. The Clipper hat is just serial AT so not much use with MM
Hope that helps someone. It was a frustrating learning curve, took me several days, wish this was documented on the Raspi website (unless I'm being dumb and missed something)
