I think you probably want disable_hdmi=1 in your bootloader EEPROM configuration:

sudo rpi-eeprom-config --edit
to edit it. In addition, you may also need net_install_enabled=0.

max_framebuffers=0 will have the side effect that you will not get any output from the Pi unless or until Linux loads the KMS video driver.
