You'll have to explain what the img file provided by supplier is.I burned the img file which provided by supplier to SD card, put SD card into RPI3B+.
However, when I tried official img file, I found that the system could work normally, RJ45's lights could bright, and monitor could show the desktop.
My supplier said that the img file did not have problem, beacuse they had tested and system could boot normally.
If the sdcard image predates the design of the board you have (i.e. a number of years old) it's possible it won't boot.
Why not use the latest official image from Raspbery Pi?
