I want to remotely control the device across different local networks. I tried using the Tailscale internal network penetration software, and then I could see the desktop of the Raspberry Pi through VNC. However, the network was quite laggy. Is there any better way to control the Raspberry Pi desktop via VNC across different local networks?

There is no certainty that it will be 'better', but you might like to investigate the Raspberry Pi Connect service offered by Raspberry Pi themselves.

If your connection spans multiple networks with less than perfect performance then some 'lag' will be inevitable, and sometimes this presents itself as an unacceptable user experience. That is likely to affect any Remote Access solution to some degree.
