Just to expand on that a little. You'd need IKEA smart plugs, the IKEA Dirigera hub, and the IKEA Dirigera app on your wife's phone. It operates completely locally, but it occasionally phones home for software updates, which you could block on your router.
Then find a home automation environment that has an IKEA plugin, and do your experiments, while your wife continues to interact with the devices through the app.
You can also get smart lightbulbs and other devices from IKEA.
Long term it's just ZigBee, so you can migrate away from the hub and have a simple ZigBee dongle to talk to everything.
