How are you supplying the high voltage AC power to the Power Supply 'brick'?
I think that anecdotally there have been instances where supplying the 'mains' power to the USB-C PSU from an extension board or surge-protector has somehow impeded the ability of the official PSU to complete PD negotiation with the RPi board.
I don't have any extension cables, multiple plugs, or devices connected in between. The power supply is plugged directly into the outlet. I've already tried several in the house, all with the same result.
