Ethernet rate fallback if gigabit is advertised but the extra 2 pairs are missing isn't covered in the ethernet specifications.
I thought we'd been through the loop of getting LAN7800 to drop back correctly from 1000baseT to 100baseT if the extra pairs were missing, but I'll admit I haven't tried it recently.
