Normally to write Raspberry Pi OS Lite to a microSD card, I use Imager 1.9.6 on Windows 10, and use the OS Customisation settings in Imager to enable SSH using Passwords, set country and Wifi details, username (pi) and hostname etc.
I do not edit any files manually or copy and files to the Pi.
Try that?
