Time to start from scratch on a spare microSD card and install Raspberry Pi OS with desktop (64-bit)
- use Imager OS Customisation to enable SSH, set username (pi), password and set home Wi-Fi details
- boot from that with the Pi5 connected to the home router using Ethernet cable.
- log in via SSH to the PI5 (Ethernet ip address e.g. 192.168.1.151) and enable VNC (don't do any updates)
- check we also have a WiFi ip address (e.g. 192.168.1.91) , we then know WiFi is working
- connect via VNC Viewer from iPad / PC
- use the Network Manger icon with Advanced Options, Create Wireless Hotspot...

Code:

Network Name = AstroWi-Fi Security = WPA & WPA2 PersonalPassword = AardvarkBadgerHedgehog
Connect to the "Astro" Wi-FI using iPad - all OK ( and we can use VNC Viewer on the iPad. )
ip address of iPad is 10.42.0.82
Try that?
