So I received the rPi USB 3 HUB and it does almost everything I want. There's indeed no backfeed, so that's good. Also, the Pi boots just fine when the HUB is powered at the time the Pi is booted. So that's plus number two. The only thing it doesn't do, is cut power from the USB ports as soon as the Pi is powered down.
But, my main problem - the Pi being able to reboot cleanly when it's rebooted by a watchdog or something else - is solved. So for now, I'm a happy puppy.
