I'd say maybe. Depends on the Windows software and how tied to the hardware it is.
As for performance, ARM Windows11 in a KVM (https://github.com/Botspot/bvm) emulated x86 code was 7 or 8 times slower than native ARM in my minimal testing using CPUz benchmarks.
But, honestly, given that Windows on Pi is not officially supported by anyone, that outside of a VM several key drivers are still missing, and the cost of a retail Windows license (at least 100GBP depending on level) the OP would be better off buying a cheap Chinese mini-PC or NUC.
