Kodi is just an app that uses audio devices provided by the OS.Would you say that my expectation of a Kodi audio output option specifically called "Bluetooth" is mistaken? I was expecting the Kodi GUI to enumerate all my options and that I wouldn't have to read up on and touch wireplumber for this use case, but maybe that was wrong.
It had no mechanisms for detecting and pairing with bluetooth audio devices.
You need to configure this outside of kodi, e.g. using pipewire or pulse audio.
It may be easier to do this configuration in the RPiOS desktop - at least to prove it works.
If you don't actually need RPiOS, then LibreELEC may be a better choice.
It adds direct support of pairing bluetooth audio devices through the libreelec addon (note: this is not part of core kodi).
