Put the same SD card back in the Pi 3B+, and it didn't work.
Unplugged the official touchscreen (1) and now it works.
So having the touchscreen plugged in is what's causing it. Why would that affect it?
Radiated interference from the display and/or connecting cable swamping the radio for the WLAN interface?
