in case these devices are USB-c compliant then yes.
the Pi4 does not use USB-C PD and it will give your Pi exactly 15W ( 5,0V⎓3,0A) -> total nonsense for powering a Pi
Sorry, I didn't get a bit of the second part. Is it ok to use my Anker for Pi4, or is it total nonsense?
yes, that's working.
If powering the Pi4 only is the sole use case for this PSU then it makes no sense buying it (simply because it's too expensive compared to an official PSU)
in the absence of an 5V@5A mode it will not be usefull for powering a Pi5! (might be o.k. for some people though, but most will start moaning because of the limited current on USB).

get one of these https://www.raspberrypi.com/products/45w-power-supply/ and save your money.
I'm using them for charging my tablet and they are even able to charge my Win11 Notebook (did not test them with my MacBook M4 so far)
