I don't think it's a power issue. The same brick powers RPI3 just fine. I don't have a multimeter at hand, but I tested with my battery pack for RPI by powering the boards through 5v GPIO (pins 2 and 6). The RPI3 works fine in this configuration, and CM4 exhibits the same (failed) behavior described above, with or without SD card installed. The brick and cable are rated for 5V 2A.
