A mounted ext4fs can only grow, not shrink. To shrink you would have had to boot a different partition or device, and then manually run sudo e2fsck and sudo resize2fs while the filesystem was offline.
By far the more likely explanation is that this particular filesystem failed to grow at install time, and you have only just noticed.
