The shutdown/reboot part sounds like a job for cron. You'll need an external device to start it from cold though.
cron uses the system clock so provided you have the location/time zone set correctly it will take DST into account but don't expect the Pi5's RTC to keep time if all power is removed unless you add an external battery (there's a header for that).
