Set PICO_SDK_PATH to the SDK location in your environment, or pass it (-DPICO_SDK_PATH=) to cmake later.

So, just on the command line to the right of cmake when you run it, or in your IDE somewhere.
kilograham is the main developer of the SDK, so certainly the post you referenced should be followed.
