Unless I completely misunderstand how try_boot works (very possible as I've not used it) I'm not at all sure what the point of it is.
Doesn't it specify which boot partition to use? In which case why would you need to set cmdline.txt on a conditional filter based on it? You should already have the correct cmdline.txt in that boot partition for the matching root one.
Perhaps it's there for EEPROM/bootloader config before config.txt is read.
