The recommended udate/upgrade mantra is:There are two differences to your mantra:

1. apt instead of apt-get is optimised for interactive use, and may give more clues about what went wrong.
2. full-upgrade instead of upgrade will upgrade dependencies as well as base packages, which eliminates some upgrade problems.

You may have to get a fresh OS download to work round the damage already done, or, if you can get a command-line box, using the proper mantra may recover your system.
